A long time ago, in projects far far away, I did tat up my nude and semi/nude Gauls and Britons.
I even got a Best Painted Army award at a few tournaments.

But, never again. I could never find a brush with a fine enough point. At least one that lasted.
Tat stripes were easy. Designs? No. As The Turk said to Michael, "You think too much of me. I'm not that skillful!"

Don't give me that "Oooh! Your brush must have only one bristle!" 🙄

Artist quality pens (think 'Sharpie' with a .5mm point). I find these to be an excellent tool for hand drawn flags and such (tattoos too, I would think).

Yuppers, .005 Micron pens work wonders for tiny tats on 15mm (or larger) figures.

Actual Sharpies, not so good, they can bleed when varnished.
