John the OFM and HMS Exeter make good points.

My take on her overall outfit is mid-19th Century American or Western European gentleman's club. ("I'm talkin' about a proper sportin' house, with class girls and clean linen – and proper hygiene." Constance Miller, in McCabe and Mrs. Miller (1971).)

Cowboy-type boots, corset for display, "exotic" armlet, garter, and curtain wrapped around her waist for a skirt: I know much less about the dating of articles of women's professional clothing than I do about military uniforms, but that all seems consistent with the date range and geographical range.
