I recently had the pleasure of painting some building models for Dungeon Artifacts. The quality was impressive and their prices are reasonable. My humble skills were sufficient to produce some good-looking models for the tabletop.

Beautiful models! Wow!

If you have a desire to be able to place based figures onto the steps of that tower, I would suggest applying a bead of archival quality PVA Glue (NOT Elmer's/School White Glue!) to the front edges of each of the steps. It dries clear, and virtually invisible. However, it will remain tacky for many months, possibly years. Your miniature bases will stick to it, holding your figures in place, easily.

I used this on my Fat Dragon Games cardboard bridge ramps: freshly applied, still visible; dried, and very difficult to see on the tabletop. The figure bases adhere to it, even months after applying it! My figures will not move without me removing them from the glue strips -- that large Fire Giant figure would immediately slide down the ramp before I applied the Glue strips. Cheers!
