I have read that the "state actor" who allegedly set the network up is China. If proven, is this an act of war? How many similar networks are already set-up in the US or anywhere?

Doesn't make sense to me. Why spend substantial money to set up a system, without any apparent plan to use it? What is it for?

Long term planning. They don't need it now, but later they just might.

I would think more nilhistic actors such as Iran or North Korea would be more likely.

Assymetric warfare. The Chinese PLA has been VERY open about saying that the main mistake Japan made in WW2 wasn't attacking America -- it was that it didn't CONTINUE attacking mainland US and destroy ports and oil fields with its carrier fleet. So the Chinese lesson is that in case of war, it will be "Full Spectrum" and include attacks on the US proper to collapse communications grids, crash our electrical grid, actively sabotage key infrastructure and facilities, physical and cyberattacks on key US bases (which is why China has bought farmland next to critical US airbases) and plunge us into chaos to hamper any military response.

Nuke them all from orbit. It's the only way to be sure.

Yes saw that on the news too …

Intel so far points to the Chicoms. They will try to take advantage of the US every chance they can get … They are all the usual suspects. The US has let them get away with too much. But so many things the US gets is from the PRC, we are dependent on them. From far, far too much.

China is playing a worldwide game of Pacman. They are gobbling up things in many countries and have been for decades. E.g. as noted, buying US farmland near military bases. That is a big threat.

How many Chicoms are going to US universities being paid for by the CCP ? And are or working as PRC intel assets.

How many Chicom agents, spies, etc. came across Biden's/Dem's, etc. open border ? And are still here … But where ?

In both cases too Bleeped text many …
