The author is mistaken in believing that Shrapnel's projectiles were just explosive shells. The were, in fact, spherical case shot which were intended to explode a short distance before reaching the target, releasing a cloud of musket balls as a sort of long range canister. By mid-century this became the most commonly used artillery ammunition.

Unfortunately, the text only contains chapter two and no preface to indicate year of publishing etc.. Although, some references to Churchill indicate that the article was likely written after WW2.

The author admits that the title "Secret Weapons" is misnomer and explains why. The author also provides good historical context for the developments of innovative weapons that were not exploited and fully developed for political, economic, institutional reasons. A good article IMHO.

Despite the daft title (however truly attention grabbing) this is actually a very good read throughout. Everyone misunderstands the Shrapnel shell and thinks it is just an airburst of a hollow shell, with bits flying in every direction possible.
