Little Phil? I can live with that

I respect Sheridan but I vote Forrest since he was restricted by the CSA supply situation.
Though, he did operate mainly in friendly territory.

Wilson, Major General at 28

Wilson never shined as a division commander in Virginia but did quite well as a corps commander in the West, defeating Beford Forrest twice.

Best at what?

Buford never really got a chance to do "The Big Stuff"

Forrest and Stuart were different animals. Although both managed to be in the wrong place, at the wrong time, at a strategic level

Wilson's achievements in Alabama and Georgia were outstanding but he was still the right guy, in the right place with the right tools for the job.

Nope. Sheridan was a very good infantry commander in the west, and was very good as commander of the Army of the Shenandoah, which usually had infantry as well as horse. His performance as strictly a cavalry commander was average.
