Its on the strategic level, each area is often 100 miles wide or so. Mountains/rough hills and Woods. As of right now I give a penalty for attacking into Mountains/hills type terrain and I give a penalty to both attacker and defender for fighting in wooded areas to represent the added confusion of C&C on both sides. In play testing some players felt that the woods should only give a penalty to the attacker and I can see that. Problem is I hate to have both terrain types have the same effects because that just seems to beg the question, why have the different terrains.
I had toyed with the idea of the woods give just a penalty to the attacker but also not allowing cannons to do bombardment, only close support and lowering the tactical rating of army commanders on both sides to represent the added challenges of fighting in woods.
I am open to suggestions or if this sounds like a reasonable way to represent those terrain types??? Thanks. Note I am also trying to keep things simple whenever possible.

Here are some pictures of my 15mm Persian army. My Persians and Greeks are by far my favorite ancient armies and are my largest since I keep adding to them. As with my other armies these were put together over many years. These are mostly Essex and Old Glory figures.
