Looking for suggestions on WW1 naval books that have detailed naval actions, similar to Paul Halpern's
"The Battle of the Otranto Straits."
Any help is appreciated.

Salvo! Classic Naval Gun Actions is pretty good, although not as detailed as the one you cite.
I have my grandfather's eyewitness account of the Falklands, 1914 (he was chief gunnery officer on the Carnarvon). That is pretty detailed.

I don't know the book you refer to, however:
HW Wilson's 'Battleships in Action' Volume II covers the first world war, although it is quite an expensive book.
John Walter's 'The Kaiser's Pirates' covers surface raiders during the war if you are interested in smaller actions.
There are lots of books on Jutland, but the Osprey one gives a reasonable level of detail for wargaming.
The Osprey book on 'Coronel and the Falklands' covers those actions quite well.

The Last Cruise of the Emden

It's all single ship actions, but the details of the last battle are especially illuminating. You wouldn't expect WWI warships to fire shrapnel at each other.

I have good success planning WWI scenarios with "Battle on the Seven Seas," by Gary Staff.
