I'm (probably) not dumb enough to actually pursue this, but right now I'm the proud owner of a 28mm figure in a horned helmet with a barrel on his back, and two copies of a twofer 28mm figure of a peasant with a late-medieval lady slung over his shoulder. Both just part of groups of castings bought cheap. But the thought occurs that you could probably do a nice Dark Ages/High Middle Ages game of the forces of order trying to regain their property before someone makes it back to the ship or across the border--only you'd probably want at least a couple of dozen looters.

Is there a line? Would I have to buy one figure each from two dozen manufacturers? It's a really bad idea, but…

I would check out Old Glory. I seem to remember some looters in the 25mm peasant uprising line.

Foundry do some suitable packs, but in different ranges.

Look in the Foundry 'Pirate' range. I think there may be something there you may be looking for. Also, I seem to remember Old Glory had something similar in their Pirate range (but I could be mis-remembering).

Those are just cosplay revolutionaries. Their uniform accuracy is very questionable.

Thinking more of Medieval/Rennaissance/Fantasy, JmMcCarroll. The ones you suggest are Cyberpunk. I do keep a box of scum and villainy suitable for Mos Eisley or Mega-City One, but paper money, smart phones and sneakers are not my idea of loot.

It's rough being a Sword & Planet and Space Opera SF reader and living in a Cyberpunk future.
