What is your favourite board game that you have used, or would like to use, as an engine for a miniatures campaign? While many board games can be used as campaign engines, please keep nominations to ones you have used or are actively on your wishlist, else they're nobody's favourite to start with.

Hundred Days 20 (Victory Point Games)
Mighty Empires (GW)
Napoleon (Columbia Games)

Diplomacy – used for Napoleonic campaigns.
If you have support then add 20% to your allowed points. Simple system, but disallows overwhelming advantages (so people keep playing).

Just for the record--and to add to Bill's site visits and messages posted--I'm following and enjoying this even though I haven't taken part in a campaign for decades. (I do dig up campaign systems from old wargaming magazines, and include a suitable one along with the tabletop rules with each set of armies.)

Empire in Arms for Napoleon era
For Ancients we designed a set of rules titled Supreme Arlord n 1981 but released in 1985. Designed for hex maps though later revisions allowed the use of point to point maps

Risk!, though not with the basic map, unless its an aliens-conquor-the-earth(-or-not!) game. The best surrogate map is a dry erase board with magnetic tokens for armies.

Funny, we always thought of it as using a miniatures game to resolve the Risk! combat phase, not using Risk! as a campign engine for a miniatures game.
