What's the best current ruleset for 20mm games ?

Force on Force by Ambush Alley Games or Battleground HD.

Many rulesets work in 15mm, 20mm and 28mm. May need some movement/firing range adjustments, but not always. For example, I have played Battleground WW2 rules in all 20mm and 28mm using same ranges/movement. Works fine.

What size force are you trying to represent on the table?

Agree size of force is important. For skirmish/platoon would second force on force.
Artillery rules aren't great but everything else is in there. Their source books are worth picking up even if you don't use their rules.
