It may slow things down but should the first orders of the day for both Corps and ME's at military dawn (a Empire Campaign Rules definition) be Redeploy? If attacked it automatically changes to Defend. Once the player is happy with the 'set' of his ME's he can attempt to activate his 'first' order but still with the 1.5 chance to activate?? All new ME'arriving on the field of battle during the battle should go to Redeploy as no one should go into battle in march columns?

Maybe a matter of how good the Commander at hand feels his written orders are out of date so haz to do what he thinks best at that moment. And maybe that depends on the Commander and nationally.
Would think MEs coming onto board never would have redeploy, it's either Manuver if not expecting a fight or attack if expecting contact. |

On first orders, and lack of activation.
Have had units do nothing for many turns. Quite frustrating but in the game it worked as the unit was a different nationally than the commanding officer was. |

First Orders of the day all have a x1.5 bonus to activate plus if Corps commander is attached its automatic for 1 ME anyway. so its a question of his priorities. |
