It appears to be a fez wrapped in a turban which could be worn by Punjabi or Muslim units. |

In previous posts the consensus was that the uniform as modeled on the Madras Sappers and miners, but in khaki.

Three cheers for gentleman and scholar Nick Stern! They are indeed wearing Madras sappers style turbans (I just made that term up but it does fit) as worn by the troops on the right of the illustration. The Sergeants Three in Gunga Din are Royal Engineers so it makes some sense that they are serving as senior NCOs for a unit of Sappers & Miners. |

I found some American Civil War zouaves that are very close. Billowy trousers and fez topped turbans. |
