Are there any ACW rule sets that are true skirmish with one figure equaling one man? Not unit based skirmish rules.

Ganesha Games '61-'65 is a skirmish game where you command a company at 1 to 1 scale so anything from 40 to 100 figures.
I also believe that Brother Against Brother was 1 to 1 scale.
Those are the only ones that I know of, but probably a few more out there.
Hope this helps.

My own 'State of War' rules are 1:1, and are free to download from this link

Not sure if this is what you are looking for though.

Brother Against Brother (hard to find) and Sharpe's Practice fit the bill.

Not ACW specific, but I'd recommend Fistful of Lead's Horse and Musket; works best at 5-8 or so figures a side….

One of the best "tool kit" games on the market.

Last time I was there, Legends In Time had copies of Brother Against Brother

Legends of the Old West would also work. Just issue everyone a muzzle loader….but that's for players to command relatively small numbers of figures – say 5-10.

We still use the 1984 skirmish rules titled Glory. We later did a fast play version using hex maps and the Standad games maps.

Another recommendation for Fistful of Lead, we've done a few ACW games with those.
