Perris,the blue is Vallejo Model Air 71.255 Light Blue/RLM 65 Hellblau. I originally bought it for the underside of Luftwaffe planes!
It goes on over an undercoat/primer of Citadel Base Wraithbone.
Then I wash it with Army Painter Blue Tone Quickshade (the old type). Highlights are the Hellblau with a touch of Wraithbone.
