If you're not looking for a smartass answer, I'll go with Antoninus Pius. He reigned for ~20 years and absolutely nothing of historical significance happened. No famines, no barbarian invasions. Nothing. Zip. Nada. I don't even think he persecuted any Christians. Kind of like Eisenhower. Sure, there were mini crises, but nothing beyond sending a policeman to arrest someone. |

He was given the name as a personal name before he became a leader in the new movies, so he's not so much "a Caesar" as "Caesar". That said, he is a great tragic character. |
