What rules do you recommend for urban warfare in the pre-gunpowder era?

Depends on your desired number of combatant figures, I'd say.

There's GW's Mordheim, which is essentially 1:1 small skirmish combat in dense medieval urban environment with lots of terrain. Fun game, but OOP and of course based on GW's IP.

GW's Lord of the Rings Strategy Battle Game rules would probably also work well, and can handle larger battle groups of a dozen or more per side. Still available, I believe, but again it's based on the PJ LotR films fantasy setting.

Maybe Frostgrave? Never played this one, but "fantasy urban environment" (covered in ice) is certainly its oeuvre!
