I do like that it has the ability to "dazzle" a target as well as try to kill it. Blinding optical targeting sensors is a mission kill.

After both sides to a naval engagement blind the other's targeting sensors and eliminate the other's drones -- and all of the major naval powers should be able to make laser weapons -- the next step will be grappling and boarding actions.

Better to mount it on the roof of the car, after you put in the roll cage and extra supports. Of course the value of your car will make take it exotic level. Not sure of the power needed to fire a very small burst, but I am sure your Lighting or Cyber truck battery might get off a shot.
