I believe that the majority of wallpapers are now made of vinyl. Here is a Q&A about vinyl's toxicity, if interested. Note that the link is to an 8-page PDF, which features a large green "?" on page 1 -- this is not a malware link. Cheers!

Depends what you mean by "eco-friendly"

As long as it doesn't contain the pigment Scheele's Green.
This arsenic-based colour has been soaked off & used to poison several squires in many a cottage murder mystery.

As this is a feature of Victorian-era wallpaper, I guess it's unlikely:
