Strelets Boer War Artillery will serve in my American militia. Once long ago it was common for there to be state, county, city, and local militia units. Now they are still around but much fewer and not many that are private.

Just like the Strelets Boer War Infantry these will be American Militia for my War of the Worlds armies.
Even today it is legal in most states, even very restrictive California for private citizens to own functioning black powder artillery. So a private militia could have it's own artillery.

Isn't the modern version of state militias, the National Guard?

Old Contemptible, no the National Guard is commanded by the state governor except in time of national emergency and then they are subject to induction into Federal service and deployment overseas.
A state militia is commanded by the state governor, is not subject to federalization, and is not deployable overseas. Sometimes not deployable outside the state.

This is a private militia in California.

This is the California National Guard, which is state and Federally funded.

After WWI and after WWII many states disbanded their State Militia / State Guard units. Many were re-formed after 9/11 because their National Guard was called away to active service. They needed someone to guard bridges, suppress riots and respond to disasters in the absence of the National Guard.
