I'm asking this out of mild curiosity, but does anyone know why the Jagers had both a cartridge box and a powder horn.

I believe that the rifles they used liked a finer grain of powder for the primer. So the powder in the cartridges all goes down the barrel and then the jager primes the rifle using the powder horn. Normal musketeers just use a pinch of powder out of the cartridge to prime and dumps the rest down the barrel.

They had ready cartridges for fast action and separate powder and ball for precision shots.
