"Strangely enough, there are very few good 28 mm civilian figures for the Napoleonic Wars. While you are literally inundated with figures from other eras such as the Middle Ages, Antiquity and the 18th century, there is a pretty low tide when it comes to civilian figures from around 1800. If you narrow it down to the Napoleonic Wars in northern Germany, you only get half a dozen usable figures. I searched through everything and came across the following civilian figures from the Napoleonic era…"

What about Perry Miniatures? That have eight packs all with about half a dozen individual figures, although the milkmaids pack features more cows than people.

Just realised this is referencing an old article so is no longer the case.
