Scale? Grid? You might want to scour ebay or thrift stores for "old" board games – 21st scifi/postapoc century ones that didn't do well, or aged out quickly. Many of these have city, ship, etc. tiles that could be used for superhero games. If you're looking for something like 10mm or so, some resource board games might fit the bill. |

Dropzone did some pretty good city landscapes with cardboard tower blocks. Have a look and see if they're still available and whether they'd suit? Update: Here's a link from the UK website : link |

The Cityscape boxes are a great value. Nice tiles and foldable cardboard buildings. They also made Ruinscape – same product but after the big action sequence. I have two boxes of each and can make quite a large table. They have nice subtle grids of (I think) 1". |
