I see that both Sarissa and Thingsfromthebasement have free downloads of signs. And a lot are on Etsy.
However, none say "Rose's Cantina", or "Rosa's Cantina".

Is there a site where I can print Rose's in Ye Olde West font in gold on a faded red?

You should be able to do that in Word or LibreOffice.

Use Powerpoint to create your signs.
Insert your background color.
Add your font style and text in the text box.
Add any frilly extras also.
Adjust to needed size.
Save.
Print.

As for Fonts, try the font called "Captain Howdy".
