If not resin, then what substance is it printed in that is durable?

It looks like PLA filament on a 3D printer.

Sydney, Schogun is correct it is a PLA filament on a 3D printer. I have about 30 different models and they vary from pretty good to excellent in terms of hiding the layering.

As HO size wargame models I can tolerate a certain amount of layering if it looks okay from arms reach away and these nearly always meet that criteria.

They are also comparatively inexpensive, compared to injection molded plastic, metal, or resin models.
