This has never, ever been a concern of mine. I choose a set of rules, then pick a scenario, then build both sides.

The link is obviously for the 40K fandom. Age quod agis.
But I am a historical gamer. Even when I played WRG Ancients tournaments, I never played the "max it out game".
I would go with armies I liked, and took my licks at tournaments.

As Paul says, I put aside childish things, and search for rules that will work with the armies I have painted. FIW, AWI, Pirates, and Comanche vs Spanish. With a side excursion into saloon gunfights.

I have tended to pick a conflict that I would like to game, as noted above check out the rules and the available minis and go from there – as some with large Austrian armies for the SYW and Napoleonics, I clearly do not pick ones that necessarily hit the hardest!

In my case, I do the research first and determine what forces would be available. There are a lot of Japanese armies out there with way to many Samurai and not near enough ashigaru.
