The only even remotely reasonable option for representing the Irish troops at Boyne would be ECW irish correct? Or is something else out there?

Looking at Baccus' 6mm Sun King range I'd be perfectly happy to use a mix of standard matchlockmen and pike with some scythemen. For the couple of regiments that wore caps, their Swedes in Karpus would be fine.

Though there probably has a mix of headgear/clothing in some or even most regiments, I would just paint a proportion of the coats in any given regiment in a consistent colour (if known, otherwise red or grey is a safe bet) and the remainder in a mix of civilian colours. You could vary the ammount of cilivan clothes to military to reflect how well equipped the regiment is, e.g. Guards 90-100 percent red faced blue. Recently recruited regiment; 25 percent red, the rest a mix.

At that time the main difference between civilian and military clothing was the colour (not considering weapons and equipment).
I'd be inclined not to use ECW Irish, the cut of clothing is too different.

The Irish at the Boyne would be dressed much like their Williamite opponents. Any Nine Years War 6mm would do. If you want 10mm, Pendraken NYW figures would be perfect.

I am painting up the armies of Killiecrankie in 6mm. For Purcell's Irish, I'm just using the Sun King range infantry with matchlock (as Clibinarium suggested). In the ECW range they have figures with scythes and improvised weapons if you want to mix in some of those as well. Here is a picture of my 1689 Irish:
