I'm looking for a metal figure in 25/28mm that could pass for the keeper of the city keys.

Another option is the same size keys on a key ring.

Anyone have any ideas?

I think you might need to narrow it down a bit in terms of historical or fantasy, period & race etc.

Definitely fantasy, however, medieval would also work.

My fantasy humans are based on the mid Lancastrian period of the
hundreds year war thru the second weekend of the renaissance festival.

Probably quicker to bend some wire & sculpt a set of keys, then place it into the hand or on the belt of your desired figure, than it will take the time to find something. Just sayin'… ;-)

Some really nice figures, however, at this point I'm likely to just fabricate the keys on a figure from the lead pile as suggested.
