I am not sure that the 093 was based on Western plans, I believe it was based on the Victor III, but had a lot of Russian involvement in the design.

That probably is true. Many of China's weapons systems are/were based on Russian designs.

And with this type of "methods" used by the PAL, within their military. It may be considered a "weakness". Unfortunately, the PRC is 20% of the world's population. Those numbers if it comes down to it could override that weakness and/or many others …

The long-held standard of never fighting the Chinese on their mainland, their own lands. Still is in effect …
