I was in one of my local comic book stores recently and I saw a very interesting RPG book: Escape from New York – A Cinematic Adventure, published by Evil Genius Games. Being a tremendous fan of the movie, and after quickly scanning through the pages, I bought it, and I'm happy I did!

I was hoping that there would be some detailed background information on the United States Police Force (USPF, the "blackbellies"), but there was only scant general info about them. Since I didn't find any, I got an idea to put together a table of organization and equipment for them.

I'm guessing that it shouldn't be that difficult based on the equipment seen in the movie and certain scenes involving the USPF. I'm just wondering what TO&E template I should base this on for them. Maybe militia or national guard-based?

There is not enough information provided in the movie to give any direction. You can make up anything you want, and no one can say that you are wrong. Off the top of my head, I think more of a state police and corrections model mixed with 3 letter agency stuff. Local police still exist, and the USPF are not the military.

I imagine a squad, platoon, company, district type of org. Equipment and vehicles is based on mission. Depending on how you want to organize it, you can have a ditrict broken down by corrections/physical security, mobile patrol, air wing, Investigations, Intelligence, Personal Protection, etc.

If you look at possible comparables, police services at the patrol level are often organized by platoon – for the Escape from New York I think a better model might be the SWAT/ERT model, which in many places are 10 trooper units under a Sergeant – with various specialists within the unit (sniper, breacher team, etc.)
