…Naval Act of 1794 "George Washington gives us perhaps one of the greatest quotes to describe our Navy's important role. In a letter he writes:
"It follows then as certain that night succeeds the day, that without a decisive naval force, we can do nothing definitive, and with it, everything honorable and glorious."
It should come as no surprise then that on March 27th, 1794 Washington himself signed the law that set in motion the reestablishment of our Navy following the American Revolutionary War: the Act to Provide a Naval Armament…"

"It should come as no surprise…." Actually it should. Navies were very expensive and even among Federalists the taxation necessary to build and maintain a navy was not popular. The motivation to build the six frigates came from a crisis with the Barbary corsairs from Algiers. Once an arrangement was entered into between the U.S. and Algiers construction was halted on half of the six frigates. |
