Perhaps one could game an assassination plot such as this with a ruleset like 02 Hundred by Grey for Now.

As the referee, I would set up 2 scenarios and not tell the Russian team which scenario was in play. Both scenarios have the same initial set-up.

Scenario 1: Straight up: Russian assassins against corporate bodyguards. Russians win if they kill or incapacitate the target. Corporate wins if it gets the target off the table alive and functional.

Scenario 2: It's a trap: Russian assassins against German special forces, presumably GSG9. Russians get a point for every assassin that gets off the table. GSG9 gets a point for every assassin it kills and 2 points for every assassin it captures. Maybe the Russians should get a point for every GSG9 operator they kill. Of course, the actual target is nowhere near the table.

Many skirmish rulesets would work here, I think.

With Russia's "hybrid" actions towards NATO, I wonder at what point it rises to an act of war? If they had been successful with the assasination? Cyber-warfare? Etc.

Hmmm ? Seems to me with this attempt, all the usual suspects could be "persons of interest" … I'd think the suspect pool would be only a crowd of one …
