Vallejo makes a great perfectly flat varnish. No gloss at all.

Clear acrylic "paint" is acrylic medium. Available at artist supply shops. It is literally acrylic paint, without any pigment added to it. It comes in both gloss and matte finish.

If you want a cheaper alternative, you can go with Quick Shine Multi-Surface Floor Finish, which is basically the same thing, a clear, high gloss, acrylic solution. This is the alternative product to Pledge Floor Shine, which is no longer made. Cheers!

Over decals I always use gloss coat then dulcoat. I have had dulcoat ware off with handling, gloss coat is much more resistant to ware.

Liquitex Matte medium. It's available in flat, semigloss and full gloss. It dries transparent.
