It's pretty easy to put waves on clear bases. I just did a few dozen ironclads that way early this year. - Coat plexiglass with Mod Pidge
- use brush to stipple on waves
- (optional) use brush to streak in a wake
- set miniature onto wet Mod Podge
- set aside to dry.
