Why do wargamers need painters tape, and is the dollar-store variety good enough?

As a front note, I am not giving up names yet (although I suspect many can easily guess), as this was a very recent purchase and I want to give those involved a chance to make it right.
I purchased a box of 28mm figures from an online store that I have used quite often and always received good service. The figures were supposed to be in winter uniform (great coats, etc.). The box itself, as well as a piece of paper inside showing the contents were all as advertised. However, the actual sprues inside were not correct. They were from the same nationality but in summer uniform (not a great coat in sight).
So my question to the group is whose responsibility is it to "make it right?" The store I purchased it from, or the manufacturer?
I wrote a single email addressed to both. It will be interesting to see who responds

If your in the UK your contract is with the company that you purchased the item from.
Maybe different in other countries

The store is responsible for making it right with you, and the distributor is responsible for making it right with the dealer.

79PA said an accurate version. As a dealer in America since 1983, it is my responsibility to replace the wrong box. The replacement box would be opened in front of me to verify it is correct. It is my responsibility to get the distributor to replace the boxes. If they no longer have that in stock, then I have to go to the manufacturer.

Yep, your contract is with the seller. If the seller tries to tell you that you have to deal with the manufacturer on this, just tell them that your contract is with them, not the manufacturer.

I recenbtly purchased a 1/72nd kit from a large UK retailer. One of the sprues inside was from a completely different model and the one I needed was not in there. I emailed the retailer and once they had photos to show what I received was wrong they liaised with the manufacturer and within 2 weeks (I'm in Australia) I received a package with the correct sprue from the manufacturer mailed directly to me. Worked well I think

Rudy is right of course but to be honest sometimes it is easier to deal with the manufacturer. For example Flames of War. I have occasionally received kits ordered from an online shop with say 2 left side track assemblies. Flames of War, at least in the past, made it easy to contact them directly and get the issue resolved.

In case anyone is curious –
As mentioned sent one emaila dressed to both. Both replied saying they woul dmake it good. Basically the dealer siad they would if teh manufacturer didn't.
The manufacturer (Warlord) stepped up right away and sent a replacemnt right away. From England of all places (I live in Calif).

+1 to Marc33594 re FoW. Identical experience, same great result.
