Plastic Soldier Review shows some sets from a company called "Valdemar" that look like they would be useful – the University set, the Peasant army, and the Hunting Party for starters.

Unfortunately, their TMP Manufacturers link is broken but perhaps they're still in business, or otherwise available on ebay or something?

Airfix Robin Hood and Steelers Saxon's before battle have useful figures.

Also on PSR check out the Imex sets Pilgrims, and Pioneers, they work for the period 1500 forward.
They also are a semi-hard plastic that takes glue well so head swaps and arm swaps are easy.
Pegasus Hobbies in Montclair, CA should have them and they sell mail order.

Massimo or Schlling figures may be able to help.

Schilling offers access to the likes of Toma so start with them first. Massimo is possibly the best sculptor in this scale so have included his website despite his collections start in much later periods. Still good to know about!

Zvezda's peasants are great but a tad big. They are 25mm tall: link

In this picture you can see one of them next to other brands. The knight on horse is from Hät, the Saxons with spears are from Eimhar and the guy with the club is one of the Zvezda's peasants.
