Saliva makes as good a wetting agent as any of the various decal setting solutions. It's also a lot cheaper. Just apply it where you want the decal to go, using a cotton bud ("Q tip" in Yanklish). As a bonus the decal will slide more easily than with a setting solution.

The only things I would add is use Microset or Microsol to wet the decal and apply some to the model before applying the decal.
