I noticed that they are not listed in the addition I have. Thought I would treat them as a 20mm canon. Any thoughts?

They're classed as an infantry upgrade with AT 1/20 stat, in the Russian army lists in 2nd and 4th edition.

Seem to be listed as upgrade for a number of armies, with varying points costs and in some cases, limits on number and dates.( 4th edition)
I also have an earlier edition, published 2004, (possibly this is the first version) and they are not listed in that.

The description on page 45 of the 4th edition states:

Anti-tank rifles (AT Rifles) were generally underpowered and ineffective against most main battle tanks of the period. They can either be man-packed (as a support unit) or vehicle mounted (in a gun-carrier, for example).

Addendum -- Most AT rifles were in the 12mm to 15mm caliber. See link for an overview.
