Fargo (1996). It says so right in the opening:

"This is a true story. The events depicted in this film took place in Minnesota in 1987. At the request of the survivors, the names have been changed. Out of respect for the dead, the rest has been told exactly as it occurred."

The Marcus-Nelson Murders (TV Movie 1973, pilot for Kojak).

Falls in the mostly accurate band. Names were changed, and it was reporters that unravelled the police prejudice and corruption, no on in the entire NYPD attempted to intervene. Pity the network intervened in the deelopment of the TV series that folloed and insisted that it stay clear of exposing the many intrinsic flaws throughout the NYPD.

Here are some others not previously named. Some like Saving Private Ryan are not accurate as to premise but battle scenes are. Some capture the spirit or intensity of the event in a strong way, including the emotional impact on the participants. A few, like The 12th Man, tell gripping true stories well.

All Quiet on the Western Front
Paths of Glory
The Cruel Sea
Master and Commander
Hornblower (tv)
12 O'Clock High
We Were Soldiers
Saving Private Ryan
The Bedford Incident
The Last Samurai
Flags of Our Fathers
Letters From Okinawa
The Crossing
Thin Red Line
The 12th Man
The Sand Pebbles
