Apparently "… a nattily dressed bunch in blue serge coats, white breeches, black buckled shoes and tricorn hats sporting an orange cockade" but what figures should be used e.g. would the cut be the same as he regular Government units, just dyed differeently?

Scale?

In 15mm, Peter Pig's Government troops in their 'Pirate' range (that's what I'll be using) or any similar.

In 28mm – regular Government miniatures should be fine.
