I have used lots of tea bag contents for bases. I like constant comment because it has pieces of stuff that can pass for stones. I will sometimes sift the tea to get fine particles which I mix with green paint. When dry passes nicely for grass. Herbal tea works best for that because it is lighter in color.

When I was doing Boxer games, I would use spices appropriate to the nationality. Tea for Brits, oregano for Italians, garlic for French, five-spice powder for Chinese, etc. Not just pure spice, but it was mixed with commercial flocking.
