It may not be 40k, but what GW science fiction rule set is closest to Lord of the Rings and Legends of the Old West?

None of the GW rules sets, I would say. If you held a gun to my head I'd say Killteam, but they are similar in much the same way that an Aardvark and a fire extinguisher are both things that cannot play Mozart's Concerto for flute no. 1 in G-Major (the aardvark can't get the right embouchure).

If I wanted a ruleset closer to the ones you mentioned I'd probably look at something like Infinity or maybe Stargrave (though it can be quite swingy – I'd adapt it to use D10 instead of D20)

Yeah, I recommend Stargrave. I want to play a few more times with the rules as written. Then I will contemplate using 2d10 instead of a d20

There's an osprey pirate game that uses that system. You could just call the guns lasers.

Zephyr1 got me to go look at the random scenarios in Rogue Trader 87 to see if any would translate to a western setting:

Chart 10 – Oddball situations and special operations #31-40

It was a daring escape from the high security jail, but you managed to reach the spaceport (livery stable) and steal a ship (horses) before the authorities realized you or your gang were gone. First stop was to travel to your secret hideout and recover the hoard of stolen money/goodies you hid before your capture. Your betrayal by Abdul Goldberg (Dusty Bottoms) cost you your liberty, but he'd never get his hands on the loot. As you begin to recover the stash from its burial place in the jungle ruins (ghost town) you are suddenly attacked. It is none other than the treacherous Goldberg (Bottoms) who probably engineered your escape just so he could follow you and steal your loot.

Sub-plot #26-30

One of the player's main characters meets someone from the past – an old girlfriend, wife, relative, fellow conspirator, enemy, long-lost Gyrinx (dog/cat/pig), etc. Their presence causes an interesting problem or introduces new possibilities for the player.
