If you're open to making your own you can use something called foamed PVC boards. It carves like butter, doesn't warp even with glue and paint on one side only and is strong enough at 3mm thick to support numerous 28mm metal figs without bending. Comes in different thicknesses and comes in affordable 4' by 2' sheets that you can get quite a few bases out of. Sintra and Palight are two companies that make it

I've used mount board for decades. Cheap and easily cut to any size you want.
