The rules are still available in the UK from Caliver Books and a friend of mine just bought a copy at the Other Partizan a couple of weeks ago.
The rules are platoon level and fairly comprehensive. Initiative is by card draw (using ordinary playing cards) and the rules use different sided dice to represent different grades of troops for actions like firing. Enemy troops can attempt to duck or fire back if fired at so there is some reaction built into the game.
I've played them a couple of times and I like them a lot. They play a bit like Force on Force but without the reaction chains which can give you a sore head.
