Ignore the unhelpful.
If it's just the actual whip and sword, as in the figure already has hands, why not simply make them yourself?
For the sword, just cut a piece of thin stiff plastic to size, maybe from a small plastic container. Smooth over some putty, Green stuff or milliputt, what have you. Then just drag in flame texture with a tool or toothpick, what have you. Use some spit as lubri… Um, yeah. Once set and glued on, just add some putty for the hilt and pommel with some more Fire texture.
For the whip you can cut a strip of plastic as before and the same deal.
There are other ways too, using hot glue, using a hot tool on the plastic (probably best avoided), oven bake Clay can be good for beginners, as you get all the time needed (just don't use plastic with it in the oven).
Have a go, save some dough.
Not much can go wrong and you may pick up a new skill.

He means wet your finger, not figure. That's where the spit comes in. Cris Fitzpatrick uses forhead oil. You can use water.
The paperclip or wire in general, could be good for the whip. Don't be afraid to come back once it's set and add some more licks of flame.
Its a great first sculpt, as you can't do much wrong with fire and can keep at it without wrecking it too much.
Don't be afraid to cut of any dodgy bits one set and sculpt over the areas if you mess it up at all.

You see flame usually flickers up vertical. The flamer is shooting out under pressure. So the flames you want will be up along the top edge of the whip and sword, with just a bumpy texture along the bottom that licks up the sides into the flames along the top.
So just drag the tool up from the bottom and give it a wriggle at the top. A cut down at the top can help seperate some flames that won't cooperate.
If the whip is S shaped, the flames will alternate along it, so they are always on the top, if that makes sense. Eg if you make it straight, then bend it, it will look wrong, as some flames will be upside down.
Seriously, nothing can go wrong, other than having to have a second or third go. Wow a bit of plastic and wire and putty. I won't be crying for it.
If you can't get putty. Try a mechanics, petrol station or hardware for exopy putty. It is used to repair leaking fuel tanks, gutters, pots, so on.
