Hi,

Are all French in the Peninsula basically just "French line"¿ No allied nation armies.

They shouldn't be just French line. There were also French leger. There were plenty of French Allies there – Italians and various Germans as well as others.

Leger and line are effectively identical in Blucher.

Swiss, Nassauers, Polish, all sorts in the peninsula

I am not able to find any statement in the rules that states that all of the French in the Peninsula were just French line.

Scenarios for Blucher available on-line , such as link , list various legere units and allied forces present throughout the period.
