Isn't there a scene in the movie The Green Berets where Lt. Nim (George Takei) is standing in the rain and says, "This is sure Charlie's weather."?
It seems that prolonging the rainy season could only work to the NVA/VCs advantage. Much tougher for aircraft and helicopter operations. Creeks and river's rise making it more difficult for ground transport, heavy trucks, tanks and APCs to move. Just the sound of falling rain can mask the sound of troops moving through the jungle.
I thought that was part of the problem, that Charlie did his best work in the rain.

You certainly would think so. I think at a national level, they are thinking logistics and how much harder it is for the North to supply the south.
