I'm looking for recommendations on a source for 10mm modern civilians.

These would represent villagers, students, etc.
Relatively unarmed figures.

Any suggestions would be great!

Purists will argue over this, and scale creep is always an issue, but 10mm roughly equates to 1/200-1/185 scale.

There are 2 nearby model railroad scales that offer extensive civilian possibilities.

1:160 (12mm) N-scale will likely be too large, unless you can find a company that trends small.

1:220 (9mm) Z-scale is a more percentage option.

What scale is 10mm. From my understanding at least some 10mm now seems to class as 10/12 mm 12 mm is about 1/144, UK N Gauge (US N gauge is either 1/156 or 1/160 there seems some contest.

Early 10mm figures were closer to 12mm anyway. Measure you military figures and see if they really are 10mm not a scale creep 12mm.

First to answer the OP's question: Minifigs has modern civilians for European, Arab and Vietnam in "12mm/ N scale". Don't forget about Preiser of Germany as they offer them in model railroad scale N and Z in plastic.

A 6 foot man is 1800mm tall. 1800 divided by 10= 1/180th scale. 1800 divided by 12mm= 1/150th scale; That's the math.

What the actual figure measures up to can vary from:

1. Measuring from the bottom of the feet to top of head without headgear.

2. Bottom of the base to top of head with headgear.

3. The shrinkage that occures from sculpted master, to master mold to production mold. Add to that the fact that shrinkage can vary between different batches of mold rubber even from the same supplier.

Face it folks: Either way, exact scaling isn't going to help you roll the dice better!
