I'm looking for a ruleset that is geared towards 28mm figures AND at a tactical level where battalions or maybe regiments are the biggest units on the table. I'm not interested in recreating the large battles, instead just small sections of those larger actions.

Chassepot and Needlegun would work. Not sure how available they are right now.

They are designed for the FPW, but are easy to modify.

Units are battalions for infantry, with a division a side or so about right.

Field of Battle (from the Piquet family) is generic 1700 to 1900, but works very good for 1866 / 1870.

Neil Thomas's 19th Century rules are what I use for my 28mm FPW games and they will work for 1866.

They Died for Glory is very tactical. It's designed for the FPW, but variants exist for 1866.

We use Pickets Charge with appropriate amendments for weapons and troop types/classifications.
