(In reality, the systems would probably have been useless anyway against Allied aircraft in the region…)

They're just running out of everything. The world's second largest arms exporter since forever is buying weapons, and from silly sources. "Largest" is usually calculated by price, and since Russian weapons are so much cheaper than US weapons I suspect that by number of rifles, etc, Russia has been the largest seller. But now they need help from freaking North Korea.

People are practically standing in line to arm Ukraine.

Hm. These complexes were installed on the islands in 2020. And before that, somehow they got along without them.
So why not send them now to strengthen air defense in the combat area?
Better think about the fact that it was needed only after a year and a half of war.
